Founder of the Monroe Institute of Applied Sciences in Faber, Virginia, 120 miles from Fort Meade. Created the Hemi-Sync (Hemispheric Synchronization) audio technology that uses Frequency Following Response brainwave entrainment to produce altered states of consciousness. The Gateway tapes contain audible and perhaps subliminal suggestions by Bob Monroe embedded alongside the Hemi-Sync frequencies. His technology was assessed by the US Army for intelligence operations in 1983.
