David D. Gries
Role
CIA National Intelligence Officer for Narcotics
Bio Notes
CIA National Intelligence Officer for Narcotics. Signed the 'Fourth Impressions' memo of August 3, 1983, the fourth in a recurring series begun September 1982. The memo documents the CIA's first-ever heroin interdiction conference, a published National Estimate on Colombia, Congressional briefing expansion, names DIA as 'the laggard, with little or no analytical capability,' notes the DEA-CIA MOU stuck at Justice over a year, and seeks CIAP funding more than doubled FY82-85. The attached SECRET/NOFORN Terms of Reference names Western Hemisphere source countries explicitly: Mexico, Colombia, Bolivia, Peru, Jamaica, Ecuador, Brazil, Belize, and scopes narcotics-terrorism-insurgency-arms-trafficking connections and US-to-tax-haven money flows. TIER 3 FLAG held open: this geography matches the Contra-cocaine scandal region 5-6 years before the Kerry Committee; the document itself contains zero Contra or Nicaragua reference.
